Outdated compared to what? My PC for instance has like 2GB of RAM, and reaches its limit if I try to emulate a GameCube game. Seriously doubt it. The game looks kinda cool, but is far from using the power of the PS4 to its fullest, visually it looks nothing like KOF XIII on the PS3 with its vibrant art style. To be honest, I don't think it looks as good as even KOF 98, 96, or 94 (and yes, I own these and more on my Neo Geo AES, so I know)
